Gov. Fallin Attempts to Defund PPCO

Gov, Mary Fallin recently announced she is seeking to terminate Planned Parenthood of Central Oklahoma's Medicaid contract. She ordered an audit of PPCO and announced that the error rates of insurance claims under PPCO calls for ending the Medicaid contract all-together. See her press release here.

These types of audits are very normal, and the error rates PPCO has experienced are average, in comparison to other Medicaid clinics. PPCO is appealing the order and reviewing the Governors audit, which could take several weeks to months. In the meantime, rest assured we will remain available to our Medicaid patients for all our normal services. Sen. Wendy Davis at the Annual CHOICES event!

We recently had the pleasure of hearing Texas Senator Wendy Davis address the state of women’s health in the south at our annual CHOICES gala. As you probably know Sen. Davis filibustered an omnibus anti-choice bill, incredibly, for 13 hours; however she explained that she did not do it alone, instead she was able to put herself in other women’s shoes- so to speak.
“Appropriately and beautifully it was not me that successfully carried that filibuster past the midnight deadline. It was the thousands of people, women and men, who were there who had their own personal experiences that they wanted to share.”



At PPCO we believe that, similarly, our success and the success of our patients is based on the collaboration of many. Our staff, our volunteers, our board, our donors, our patients, our sexual education students all work seamlessly together to create a better and brighter future for this community that we all care about so much. We know this community is strong and by simply providing access to tools like quality affordable healthcare, including contraceptives and abortion, that our patients can forge their own paths to achieve whatever they want in life.

Here in Oklahoma, however, politicians and anti-choice organizations continually chip away at access to these simple tools for success. In the last few years alone we have taken several legislative hits which have taken a serious toll, but do not be fooled about the intent of these tactics.

“When we hear politicians [in Washington] talking about trying to close down that access to reproductive autonomy we all understand that not only are they talking about taking health care away from women, they’re talking about taking away that opportunity for that better tomorrow, their opportunity for economic vibrancy, because lacking the means to manage their fertility means lacking the means to manage their lives, it is just that simple.” 

We frequently hear about the shrinking access to women’s healthcare, but Sen. Davis truly showed us the human fall-out caused by these political ploys. She asked us to stand in our sisters shoes to see the very real damage that has been done to women’s advancement in this country, and specifically in our southern region. The hurdles are many and the solutions may feel impossible, but Sen. Davis told us exactly where to start. By supporting our sisters.

“What might happen if we as women woke up to the reality that we are only as strong as the opportunities that are available to each of our sisters? If we fought alongside each other regardless of political perspective or station in life, understanding our shared stake in women’s advancement, if working women celebrated our sisters who have chosen a stay-at-home path, if our stay-at-home moms cheered on the women who are putting those cracks into the glass ceiling, if we tried to view things through each others perspectives, if we figuratively tried on each others shoes.”

Oral Arguments Against Admitting Privileges for Oklahoma Abortion Clinics

Today the Center for Reproductive Rights began their defense of Dr. and Mrs. Burns’ Abortion Surgery Center. They have challenged a law, passed by the Oklahoma Legislature in 2014, that would require all abortion providers to have patient admitting privileges to a hospital within 30 miles of their clinic. Burns, one of only two abortion providers in the state, has been unable to obtain privileges at any of the 16 qualifying hospitals within 30 miles of his office, with many hospitals even refusing to process his application, according to the complaint. 

Dr. Burns, a practicing abortion provider for over 40 years, has not had a need to admit a single patient to a hospital throughout the entirety of his career. To be clear, in the event that a woman requires hospitalization after an abortion (an event that happens at just about the same rate that people are hospitalized for dental care) she would not be denied care based on the abortion clinic’s admitting privilege status. In fact, the rarity of patient admissions is part of the reason Dr. Burns struggles to obtain the privilege, as hospitals frequently require a ‘patient minimum’ to
award admitting privileges.


Currently
enforcement of this law is on hold, while the legal challenge is heard so the Burns’ are still able to serve women in Oklahoma.

Oklahoma Criminalizes Procedure for Second-Trimester Abortions and Miscarriage Management

Oklahoma Gov. Mary Fallin (R) signed a bill into law this week that criminalizes a medical procedure used during second-trimester abortions and for miscarriage management.


The laws ban the dilation and evacuation (D and E) procedure, which is commonly used in second trimester abortion care. The procedure is a method of abortion during which a physician will dilate a woman’s cervix and remove the fetus using forceps, clamps, or other instruments. During the procedure, the fetus is usually removed in parts. Prior to 14 weeks’ gestation, abortions are usually performed using suction aspiration, but after 14 weeks the D and E procedure must be used, according to the American Congress of Obstetricians and Gynecologists.



This is yet another stitch in the rich tapestry of Oklahoma politicians undermining medical judgment. In the last several years, Oklahoma politicians have given protection to doctors that lie to pregnantpatients to prevent them from seeking abortions, required counseling withnon-medically accurate language for women seeking abortions, and restricted minor’saccess to contraception.

Who Can Contract an STI?

Getting tested annually for sexually transmitted infections is a crucial part of maintaining a healthy sex life. While it’s certainly possible to maintain a safe and healthy sex life (via consistent, proper condom use), STIs still happen. One in two sexually active people under 25 years of age will contract an STI.

Gonorrhea, Ya'll!

There are 300,000 newscases of gonorrhea reported each year! Like chlamydia, gonorrhea can cause PID (Pelvic Inflammatory Disease) in women and urethritis and epididymitis (causing pain and swelling in the testis) in men. An infant passing through the birth canal of an infected mother may contract gonococcal conjunctivitis, and infection in the eyes that can cause blindness if untreated.

Quite frequently this STI shows no symptoms at all, however when someone has gonorrhea they could experience several symptoms. In Males the first symptoms are due to urethritis, which causes urinary discomfort and a thick, yellowish white or yellowish green discharge from the penis. Up to half of males have very minor symptoms or none at all, which is why it is important to get tested regularly. Most females with gonorrhea often experience pain with urination, increase in vaginal discharge, and severe menstrual cramps. Gonorrhea can also infect the throat or rectum of people who engage in oral or anal sex.

Gonorrhea is treatablevia antibiotics, and preventable via consistent, proper condom use (so wrap it up, ya’ll!). Gonorrhea is detectable through samples of urine, cervical, urethral, throat, or rectal fluids may be collected, so the test is simply and fast.

HIV and AIDS: Know Your Status

Talking about your HIV and AIDS risk can be scary if you don’t know the facts. Which condition is which and how do you know if you’re at risk? We recommend keeping it simple by always using protection and getting tested annually, but you may be at higher risk if you fall into any of the following categories:

·        
If you engage in unprotected (without a condom) anal, vaginal or oral sex. The HIV virus is spread through the exchange of body fluids so if you have engaged in sex (penetration or oral) without using barriers like condoms or dental dams you could be at risk.

·        
If you have used intravenous drugs. Again, HIV is spread through body fluid, so sharing needles with other individuals increases your risk for the virus.
·        
Gay, bisexual, and other men who have sex with men, account for the majority of new infections despite making up only 2% of the population. Many different risk factors contribute to this high statistic.



 
Normally those infected with HIV show no symptoms for several years, which is why regular testing is so important. When symptoms do begin to show, they generally include slight fever, headaches, fatigue, muscle aches and weight loss. HIV is only classified as an AIDS infection in its most severe stages. Ultimately the immune system is severely damaged, which has the most devastating impact on individuals‘ health.



Though there are no cures for HIV or AIDS, many treatment options are available for patients, as well as their partners including strict condom or oral barrieruse, antiretroviral therapy, and many different medications that help protect your immune system.

The only sure ways to protect yourself and your partner from the HIV and AIDS viruses is to get tested every year and always use condoms or dental dams. Chlamydia: The “Silent Infection”

One of the most common and prevalent bacterial STD’s in the United States is Chlamydia. Both men and women are susceptible to Chlamydia, but as with most STD’s women carry a greater burden due to possible complications and consequences of the disease. If women go untreated, Chlamydia can lead to pelvic inflammatory disease, increase the risk for infertility, and ectopic pregnancy. Chlamydia can also lead to infertility in men although it is less common, along with inflammation of the urethra and epididymitis, which is inflammation of sperm-carrying ducts.
 

When infected with Chlamydia a person may experience a few symptoms or none at all. Men can experience symptoms such as painful urination, a slight watery discharge from the penis, and sometimes pain around the testicles. Women may notice increase in vaginal discharge, burning with urination, pain or bleeding with intercourse, and lower abdominal pain. It is important to note that the most common symptom of Chlamydia is no symptom at all, so just because you are not experiencing genital pain does not mean you do not have an STI.

Chlamydia is diagnosed through a laboratory test of a urine sample or a small amount of fluid from the urethra, cervix, rectum, or vagina. Chlamydia is completely treatable by antibiotics. It is never a good idea to go untested if you are sexually active and especially if you are having any of the symptoms above. Tell Senators to Stand with Oklahoma Women!

We first told you about two dangerous bills - HB 1409 and HB 1721 - in February. Despite the efforts of our supporters and friendly lawmakers, both bills moved through the house. We expect both bills to be heard on the Senate floor in coming weeks.

 


We want you to tell friendly Oklahoma Senators that you support a woman's right to make her own decision about a pregnancy! These senators are our best chance to defeat these bills in the Senate.

HB 1409 would impose a 72-hour waiting period and require physicians to provide biased information that is not based on science-both of which are intended to shame or coerce a woman into making a decision about her pregnancy.

HB 1721 would ban abortion after 14 weeks in Oklahoma. The reality is that nine in 10 abortions in the U.S. occur in the first 12 weeks of pregnancy (Guttmacher). Abortion after 14 weeks in pregnancy is less common, but in all cases, a woman and her doctor need every medical option available.

Both of these bills are part of a broader effort to restrict or end access to safe, legal abortion in Oklahoma and are particularly cruel for women and families in heartbreaking situations-needing to end a pregnancy after careful consideration, but experiencing lengthy, unnecessary delays in accessing safe care.

Please email Oklahoma lawmakers who support women's health now and tell them their "NO" vote on these two bills is supported by thousands of women in men in Oklahoma who believe that politics should be kept out of personal medical decisions.

at the Capitol from 11 a.m.-2 p.m. Come meet health experts from several organizations, activists and law makers who are working to improve women's access to health care. In an effort to engage lawmakers and give voice to supporters, our sister affiliate Planned Parenthood of the Heartland is also hosting a ‘Prevention First Lobby Seminar’ the same morning. The seminar costs $10 and includes lobby training, a rundown on current legislative issues, a T-shirt and lunch. Those interested must RSVP ahead of time.

Trust Oklahoma Women

Tomorrow is “Rose Day” at the Oklahoma State capitol.   The annual “Rose Day” event draws hundreds of people to the capitol to deliver roses to legislators and show support for extreme anti-choice legislation introduced every year. 


To offset the large attendance at Rose Day, Planned Parenthood of Central Oklahoma in coordination with Planned Parenthood of the Heartland created a social media campaign called #RejectTheRose. This is your opportunity to give a voice to the pro-choice, pro-woman, pro-family movement during a time when legislators will be swarmed with anti-choice messages.  

Tweet, post and pin at your convenience, tag your legislator and encourage your legislators to #RejectTheRose.  Use the hash tag #RejectTheRose in all of your communications so we can track our impact and measure our success!  Here are some messaging examples you might use:

Make a New Year's Resolution to stand with Planned Parenthood!

Planned Parenthood of Central Oklahoma cares. No matter what. It is a mantra we are fully dedicated to now, and in years to come. And we hope you’ll care too, by standing with us in the New Year.

It seems like a no-brainer to us that everyone deserves access to the healthcare and education it takes to responsibly manage one’s fertility regardless of income, race, sexual orientation, marital status, or residence. However, we know that in bright red Oklahoma our legislative body stands in the way of our mission far too often. As 2014 comes to an end, and we prepare for the new legislative session we here at Planned Parenthood of Central Oklahoma ask that you make a New Year’s Resolution to support us in the coming year.

There are several ways you can get involved, and show your support:

1. Contact your state congressmen. We know this may seem hopeless… But they need to hear the voices of pro-choice constituents. Your reason for supporting access to reproductive healthcare might just be the one that resonates with them. Find your legislators and their contact information here. 


2. Keep an eye out for our events! We post on Facebook, Twitter, and Instagram every time we host a pubic event. We have fun events like the Roe v. Wade anniversary party, and we have more serious events like Women’s Health Day at the capitol. You and all your friends are invited! 




3. Donate. Frankly, we couldn't do the work we do without funding from the community. Our medical services are significantly less expensive than at private practices, we offer free condoms to patients, and our education seminars reach to the far corners of the state. All those things cost us money so every little contribution helps. 


4. Come to one of our clinics for your next annual exam, or STI test. Since you have to get that annual exam anyway, you might as well utilize our medical services! It’s going to cost you less than a private doctor visit anyway. 



5. Talk to your friends and family about your pro-choice beliefs. One of the biggest hurdles to overcome is stigma. Too many people misunderstand what we do at Planned Parenthood. The stigma will fade away if we can all open up and tell our personal stories. 



6. Help us prepare for direct lobbying this year by telling us your reasons for using contraceptives. We expect some Hobby Lobby style bills seeking to limit access to contraceptives, and we need your help explaining to congressmen that birth control is healthcare. So visit this page to tell us about your experience with birth control.

Get Yourself Tested

April is 'Get Yourself Tested' month. The #GYT campaign was created by the National Centers for Disease Control, to raise awareness of the prevalence of sexually transmitted diseases. 


Having regular STD tests is part of practicing safer sex. It is equally as important as consistently using birth control. Recent studies show that Chlamydia tops the list of most common STDs, but the tricky thing about Chlamydia is that most of the time it shows no symptoms at all while doing long term damage to reproductive organs. While STDs are a very real hazard, it's nothing to be ashamed of. So do the responsible thing and #GetYourselfTested!  

STD tests are not painful (the worst think you’ll be asked to do it pee in a cup), and at Planned Parenthood of Central Oklahoma they are not expensive either. Call and ask about the “Peace of Mind” package which tests for Chlamydia, Gonorrhea, HIV, and Syphilis. Since females are anatomically more susceptible to transmission of STDs they are additionally tested for Bacterial Vaginosis, Trichomoniasis, and Yeast.

You Have a Voice. You Have a Choice.

                Each year, Oklahoma sees the proposal or passage of at least a few anti-choice laws. This is unfortunately something we have come to count on. With the New Year upon us, pro-choice advocates across the state wonder, what will 2014 bring?

                This year we worried over minors losing the option of Judicial Bypass to gain access to abortion care, last year our stomachs turned over the Personhood bill, and in the 2011 session we winced at the passage of a 20 week abortion ban. Of these bills, only the out-right ban on abortion known as “Personhood” was successfully defeated.

                It’s a sad truth that with the New Year comes a new fight at the capitol over a woman’s right to choose. It’s frustrating, and hurtful, and disappointing to watch the Oklahoma Legislature argue away our options for family planning, but don’t fret! You can help.

                We here at Planned Parenthood of Central Oklahoma are keeping a vigilant eye on the capitol and we hope you will too! We encourage you to learn more about what your representatives represent and read about the bills that come up for debate in the 2014 session. Know that you do not have to take these attacks lying down.

Here are a few tools to help you stay informed and support family planning through the upcoming legislative session:

·         Write to your representatives! Let them know who you are and how strongly you favor the right to choose. Use social media (no joke, your representatives are probably on twitter!), use email, write a letter, or train a carrier pigeon. Do whatever it takes to make your voice heard.
·         Stay generally informed. Read both local and national coverage of family planning issues. Keep up with what is going on and share the news with your friends and family.


Together, we can protect family planning and a woman’s right to choose in Oklahoma.

Ultrasound Law is Unconstitutional

The U.S. Supreme Court declined to hear a case on Oklahoma’s ultrasound law, allowing the Oklahoma court decision, that the law is unconstitutional, to stand. This is the second major anti-choice law to be declared unconstitutional in as many weeks, an almost unprecedented event in Oklahoma. Both cases were challenged by The Center for Reproductive Rights and The Oklahoma Coalition for Reproductive Justice.




The law, challenged in 2010, would have forced doctors to show patients seeking abortions an ultrasound of the fetus. Laws like these are methods of increasing both the financial and emotional cost of abortions. Though we have seen a spike in this type of legislation in recent years, we are beginning to see many of these reproductive-rights-restricting laws being successfully challenged and defeated in court.


As we look forward to the upcoming legislative session, these failed anti-choice laws set a great precedent for legislators who year after year decline to let women manage their own family planning. We owe The Center for Reproductive Rights and the Oklahoma Coalition for Reproductive Justice a big thank you for taking up these cases and defending women’s freedom of choice in Oklahoma!

Pro-Choice Oklahoman’s Have Reason to Celebrate (For Once)!

Big news on women's health in Oklahoma! 

In a rare victory, Oklahoman pro-choice advocates saw a major abortion restriction lifted this week. An antiquated Oklahoma law that put unreasonable restrictions on abortion inducing drugs has been struck down for good. Women in Oklahoma now have full access to safe and legal medication induced abortion. This is big news because this type of abortion is among the safest and least invasive methods of terminating a pregnancy.

The law was ruled unconstitutional by the Oklahoma Supreme Court last December, but the ruling was challenged. This week the United States Supreme Court declined to hear the case, allowing the Oklahoma Supreme Court ruling to stand. The law in question required doctors to abide by very outdated FDA standards of use, which required doctors to use 3 times the dose medically necessary to induce abortion, it required women see their doctors three times to receive the medication, and it outlawed use past 7 weeks (differing from the medical community’s opinion that the medication is safe up to 9 weeks).

The restrictions were proposed under the guise of “protecting women’s health” but clearly it does just the opposite so we couldn’t be happier to see it go. Victories in the fight for reproductive justice are few and far between in Oklahoma so in the spirit of bodily autonomy, CHEERS!

Is Oklahoma Home to the Next Abortion Rights Challenge?

Oklahoma might just be home to the next big case to expand or restrict access to abortion care. A 2011 law restricting drug induced abortions has been challenged and could be decided by the U.S. Supreme Court.


In June the US Supreme Court agreed to review an Oklahoma law regulating the use of abortion inducing drugs and the law remains up for review currently. Oklahoma’s Supreme Court ruled the law unconstitutional, but without a formal explanation the law required further scrutiny. The drugs, known as Mifeprex and Misoprostol, are used to terminate pregnancies in the first three months by inducing miscarriage and they have shown to be safe. The Oklahoma legislature signed regulations of this procedure into law in 2011 but the Oklahoma Coalition for Reproductive Justice (OCRJ) argues that the law creates “undue burden” on women seeking to terminate a pregnancy.

This case is tricky because the law in question appears reasonable. The Oklahoma law simply states that doctors must strictly abide by FDA protocol for Mifeprex approved in 2000. Taken at face value the law appears to protect women’s health, but according to many medical doctors it does just the opposite.

FDA labeling from 2000 requires that Mifeprex be prescribed in 600 mg doses in the presence of a doctor. Today, 13 years after the FDA approval, doctors have a very different idea of how the early term abortion educing drug can and should be used. Doctors now understand that the drug works effectively and safely in 200 mg doses. As the law stands, doctors are required to prescribe patients three times the needed dosage, an unnecessarily excessive amount. These regulations create risk for women seeking early term, non-surgical abortions and thusly discourage doctors from prescribing the risky dose.

Furthermore doctors understand that patents can take the second dose (misoprostol) at home. The FDA label requires women to visit their doctor a minimum of three times (one visit for each dose and a follow up), which can prove difficult to low income women or those who live far away from Oklahoma’s few abortion care providers. FDA protocol bans doctors from prescribing the drug after 49 days of gestation, however many doctors agree that the drug is safely and effectively administered within 63 days of gestation.


These regulations are cleverly masked as safety standards. Instead they actually put women at more medical risk and intentionally limit access to safe, legal abortion procedures. The Oklahoma Coalition for Reproductive Justice, in conjunction with the Center for Reproductive Rights, has taken the Oklahoma law to the Supreme Court on the grounds that it creates unconstitutional barriers to access. The ‘war on choice’ has aimed to restrict women’s basic human right to control their own bodies and these restrictions are nothing more than a twist on old tactics of limiting abortion access. This case could finally grant some clarity on the legality underhanded legislation aiming to stop women who chose abortion from practicing their right to do so.
